OHIP+ and Free Prescriptions: What Ontario Youth Need to Know

Table of Contents
If you are 24 or younger, live in Ontario, have a valid OHIP card, and do not have private drug coverage, OHIP+ covers eligible prescriptions with no copay and no deductible.
However, under Ontario regulations, youth with private insurance coverage are not eligible for OHIP+, and the program does not act as a secondary payer or top up remaining copays and deductibles.
At Cloud Pharmacy Toronto, you can transfer your prescription in about 60 seconds, request a refill online, and get free same-day delivery across the GTA.
Who qualifies for OHIP+ free prescriptions?
You qualify when all three of these are true:
- You are 24 or younger (coverage ends when you turn 25).
- You are an Ontario resident.
- You have a valid OHIP health card (a 10-digit number plus a two-letter version code).
You do not need to apply. Your pharmacist bills OHIP+ using your health card number when your prescription is filled.
What does OHIP+ actually cover?
OHIP+ covers medications listed on the Ontario Drug Benefit formulary. That includes many common antibiotics, asthma inhalers, and diabetes and mental health medications.
| Usually covered | May not be covered |
|---|---|
| Formulary prescription drugs | Drugs not on the formulary |
| Eligible generics and brand names | Most over-the-counter products |
| Many chronic-condition medications | Items needing special approval (Exceptional Access Program) |
Your pharmacist confirms coverage when your prescription is filled. If a drug isn’t covered, ask about a covered alternative, but never switch medications without your prescriber’s approval.
How Does OHIP+ Work If You Have Private Insurance?
Since April 2019, Ontario’s rules state that anyone covered by a private plan is not eligible for OHIP+.
No Dual Coverage or Top-Ups: OHIP+ does not pay for remaining amounts (such as copays, co-insurance, or deductibles) that your private plan leaves unpaid.
Student & Family Plans Count: If you are covered under a parent’s work plan or a post-secondary student benefit plan, you must use your private coverage instead of OHIP+.
Exceptions for High-Cost Drugs: If your private insurance does not cover a specific medication or you reach your plan’s maximum cap, you may apply for coverage through Ontario’s Trillium Drug Program rather than OHIP+.
Pharmacists are required to ask whether you have private insurance to process your billing correctly.
What Does OHIP+ Actually Cover?
For eligible youth without private insurance, OHIP+ covers medications listed on the Ontario Drug Benefit (ODB) formulary. This includes thousands of common medications, such as antibiotics, asthma inhalers, and mental health medications.
| Usually Covered | May Not Be Covered |
| Formulary prescription drugs | Drugs not on the ODB formulary |
| Eligible generics and brand names | Most over-the-counter products |
| Many chronic-condition medications | Items needing special approval (Exceptional Access Program) |
How do you refill an OHIP+ prescription online?
Refilling online takes about two minutes:
- Gather your details: your health card and prescription number (or the medication name).
- Submit your refill request online
- Choose delivery or pickup. GTA delivery is free and same-day.
- Your pharmacist reviews the request and contacts you if anything needs clarifying.
Tip: Request refills when you have 5 to 7 days of medication left. That leaves time for prescriber approval if you have no refills remaining.
How do you transfer a prescription to Cloud Pharmacy?
You don’t need to call your old pharmacy:
- Open the transfer form.
- Enter your current pharmacy’s name and phone number, plus the medications you want moved.
- Submit it. We contact your old pharmacy and handle the rest.
Some controlled medications have transfer restrictions in Ontario. Your pharmacist will explain your options if that applies.
Can You Keep Your Prescriptions Private?
Yes. Pharmacists are bound by strict professional confidentiality. Our deliveries use discreet, unmarked packaging so your medication details remain private.

How can caregivers and parents manage OHIP+ prescriptions?
If you manage medications for a child or young adult, one account keeps everything in one place. You can submit refills online, have medications delivered to your door, and avoid pharmacy trips between meetings or shifts.

I would like to express my sincere gratitude to both the clinic and the pharmacy staff for their kindness and genuine care. Every time I visit, I feel that the staff truly care about their patients, not just professionally but also on a human level. They are always compassionate, patient, and willing to help. I had a situation where I urgently needed insulin, and even though the doctor had already finished seeing patients for the day, they still took the time to see me because they understood how important it was. That act of kindness meant so much to me and made a very stressful situation much easier. Thank you for treating your patients with empathy, respect, and compassion. It’s rare to find healthcare professionals who care so deeply, and I truly appreciate everything you do.Posted on Google![]()
